READING THE REGISTRY
Evidence matters more than a polished number
✅ Official open data
Records from municipal, oblast and state portals with source URLs, resource identifiers and source-record identifiers preserved. Coordinates are accepted only as valid WGS84.
🗺️ OSM candidates
OpenStreetMap objects with explicit civil-defense tags. Useful mapping support, but not official verification; they always carry a separate status.
🧹 Quality and deduplication
- same-source records and addresses within 20 m are merged;
- different official entrances are not merged automatically;
- capacity is never invented when the source omits it.
🔒 Publication limits
PDFs, DOCX files, scans and closed registries without machine-readable coordinates are not turned into guessed points. Restricted wartime information is not exposed.
